How do I work out the function from what I have?

Look at what reliably precedes the behavior and what it reliably achieves. Beacon walks the antecedent and consequence patterns you describe and names the likely function rather than guessing at a motive.

What makes a replacement behavior actually stick?

It has to be easier than the behavior it replaces and get the same result faster. Beacon proposes one that serves the same function, with the prompting and fading plan to teach it.

What do I do when the whole class is affected?

Beacon separates the antecedent change you make to the environment for everyone from the replacement behavior you teach one student, so the plan does not depend on one adult being free at the right moment.
